I don't get that it takes getting caught 3 times for the hammer to drop. You pretty much know after 2x the person is not going to stop. Same for our 3 strikes law here in CA, why does it take 3x?

Attention All Habitat Project Enthusiasts! Block out Saturday March 31st for a "New" Guzzler Installation. SCVQUWF Chapter will be installing a New Wildlife Water Guzzler. This Guzzler will be installed in the Angeles National Forest (Santa Clarita district) and is funded by the Los Angeles Co. Fish & Game Commission. This will be a fiiberglass tank & corrugated metal roof with rain gutter downspout.
