They are offering Rocky Mountain Sheep to nonresidents fir the first time. And if you look at the draw statistics on their website, 1 person had enough forsight to apply for points only two years ago and 19 more last year. If you start this year, there are 20 guys (plus however many residents who move out of Utah with more points) ahead of you in the points game. %##&!!@#! I wish I would have thought of that three years ago, but I really do not think it is fair (although the regulations do not say you can not) to award points for a draw where no tags are available for draw.
