KIRKSVILLE, Mo. – Adair, Macon, Monroe, and Shelby counties in northeast Missouri are piloting the Missouri Department of Conservation's (MDC) Missouri Outdoor Recreational Access Program (MRAP), which offers incentives to landowners who agree to provide public recreational access on their private land.
