So you will need the usual visa coming across the border and also this new fishing visa and of course the fishing permit and this is all per person in the boat. This can all add up to be a pretty penny!!!

How do they enforce this kind of thing if you're 3-5 miles off shore?

Yep, that can always be a little exciting, allthough I have yet to experience that. That happens more with the private boats out of san diego fishing the islands. I hall my boat down on the trailer and do my fishing way south of the border.
