Not surprising. Costa Rica has always been a very liberal country that has catered to the tree hugger type. They are not representitive of the rest of Latin America.

I guess the farmers will go back to poisoning waterfowl and doves by the millions. I remember a quote off literally millions of doves breeding year round in that country and them being a huge destroyer of crops.

Costa Rica has been a dove hunting destination for a long time. I guess tourist dollars (AMERICAN dollars) aren't important any more.
