Sorry, I don't have either of them. All I can say about the Fuji is that Fuji makes good cameras, and I've heard good things about the 3800.
I was really interested in the HP 850 because it had a good tele photo lens on it, and the review I read on it was good. The one thing I didn't like ( I think, it's been a while, so check up on this at either "Steve's digicams" or "dpreview") was that it only had JPEG settings, and no TIFF. So, you were losing the ability to take a pic without having the jpeg compression loss. I odn't have the data on it right here, but it seems otherwise it was a pretty nice camera, and had a reasonable price.
