I'm not saying the deputy did the right thing or anything like it... but...
There was one out here near me that looked like a small, wild hog. The folks that owned it let it out to roam their pasture (about 20 acres on the edge of town). The first time I saw it, I did a double take and actually stopped the truck before I realized that it was probably a pet because it didn't split the second I let off the gas). After seeing it for a week straight in the same field, I finally caught on.
If it was walking across a field at Tejon, I'd probably have shot it. I may not have a whole lifetime of experience as a hog hunter, but I think I know what a hog looks like in the wild. This one would have passed, easily.
I'll add that we (my folks) had a pot-bellied pig. At its peak, it barely touched 100 lbs.
