HIP validation for hunting license

I'm planning to hunt CRIT this year, I understand that you still need the HIP survey validation, but I don't think they provide it when you buy a CRIT license. Is there a way to get the HIP validation in California without purchasing a CA hunting license?

I guess there has been some change in CRIT regulations over the past years. It was, hunt the Az. side and you didn't need anything but the Rez. license. On the Ca. side, you still needed a Ca. hunting license. Has there been a change in the rules?
I forgot to get my HIP when I bought this years license on line, so I requested that only a week later and it was sent out. Try it.
