I think many ranchers feel the same about wildlife on their property, eating their hay/natural or whatever, that they should have the right to harvest game as they see fit.
I suppose it's possible he was supporting 10's to 100's of elk if his land parcel was large enough. The state of wyoming charges hunters extra money for hay stations in some hunting units. But, that's what depredation hunts are all about if those elk were incurring serious crop damage. That man was thinking purely of $$$--there's that old adage about greed warping sound judgement.
And only rebellious fools or those willing to bear the consequences break the law acting on such beliefs about their own land--they should stick to lobbying to change the status quo or work the system to get more landowner tags.
