Need help from electronics guru

I am building Tinhorns refresh circuit and have a couple of problems/questions.

1) I get a pulse on the 555 side of the opto but none on the other side. I have it wired per the package, but get no voltage read on the downstream side at the pulse time. I am using a 6v lantern battery to power it.

2) I'm not sure of the relay wiring, so I wired one side of the coil as shown in the schematic, and the other to the battery common. Does this sound reasonable?

Any help would be appriciated.

Here is the Latest Refresh Circuit I've been using with JoeD's old Timer.

The resistors may not be exactly the same as the schematic you have, these are some I had in my Junk Box.

The Schematic shows how to wire the refresh circuit to a relay.  This relay don't nesessarily have to be attached to a timer but can be the one connected to a PIR, just wire the contact side of the relay as shown.
