To be more random. Each hunt has a seed number. The seed number relates to the 7 digit application number you receive when you apply for a tag. The seed number is where the draw begins (for that hunt) and it proceeds numerically.
I have put in for this Elk hunt (first choice) for the last 6 years, I drew with 6 points. There were 39 tags available this year for this hunt. It is a January thru March Cow Elk tag. My home area unit is divided into 3 sub units, north, central & south, with different tag allotment for each. There are short (4 day & 7 day) over the counter for Bull Elk hunts in the west side coastal units and a month long over the counter Buck Deer. You can draw an additional month long Doe Deer Tag also.
Tag allotments are unit based. All eastern Oregon units are draw hunts for Elk & Deer. There are additional archery, muzzeloader & youth draw hunts for Elk & Deer. Some hunts require max points and some hunts can be drawn with one point. Or you can get lucky in the 25% pool with no points required.
You accumulate a point (for each species) if you do not draw your first choice. If you draw your first choice you loose your points. Or you can sit out the draw and just buy a point. Points are not used for 2nd, 3rd, or 4th choices. 75% of the avaiable tags for each hunt go to points, 25% go to random draw based on the seed and your assigned application numbers.
