Peak bugling is USUALLY when peak breeding occurs, which means it is easiest to LOCATE a bull, but not necessarily the best time to call elk. But, if you can get in a herd bull's "space" (about 40 yards) you can use bull calls to get him to come to you (challenge each other). Otherwise use cow/calf calls to entice either a herd bull or a satellite to come in.

Between the bugling peaks is a good time to call bulls with cow calls, because they are looking for cows to breed.
