Public Land Goat Hunt Maui

The wife and I will be in Maui visiting some friends in Nov. I have been reading some of the other post and looking at the maps for public hunting. I would like to try a goat hunt if possible. If you hunt public land do you have a good chance of seeing any game? Is Nov a good/bad month for hunting goats?
