Right to fish in California

While looking for some info on the California State Constitution, I found this

On a side note there is a clause in the California State constitution that protects the right to fish on state waters.

CALIFORNIA CONSTITUTION
ARTICLE 1  DECLARATION OF RIGHTS


Section 25.  The people shall have the right to fish upon and from
the public lands of the State and in the waters thereof, excepting
upon lands set aside for fish hatcheries, and no land owned by the
State shall ever be sold or transferred without reserving in the
people the absolute right to fish thereupon; and no law shall ever be
passed making it a crime for the people to enter upon the public
lands within this State for the purpose of fishing in any water
containing fish that have been planted therein by the State;
provided, that the legislature may by statute, provide for the season
when and the conditions under which the different species of fish
may be taken.

What would it take to add a hunting protection clause to our stste constitution?

Karstic:

That's the clause they used to finally open Haiwee Resevior to fishing.  A few Owens Valley Bass club members got arrested and took L.A. D.W.P. to court over the tresspass issue.  They used the State Constitution to force DWP to open the lake to the public.

Do you know what is the status of Little Lake, thats the ponds just south of Haiwee Res when you drive through te basalt gorge on 395?

No, I've never heard anything about that lake.  It sure looks like it would be a great spot to stop by on the way up north.  When the Haiwee case was going on a few years ago Western Outdoor News covered it a lot in stories and editorials.  That's how I found out about the constitutional clause.

IIRC you can see no trespass, hunting, fishing signs and  a sign indicated a refuge project supported by CWA. That's if my memory serves me correctly. I'll have to stop by and look next time I go up north.
