Shipping Antlers To Canada

I was wondering is it legal to ship antlers from Montana to Canada.I would like to buy a shed from a guy in Montana but he said he can,t ship to Canada.I emailed Montana F W P and they said it was ok but the guy told me I was misinformed.Any info would be great.

I've got a friend I work with who is from Canada. She said you can't.
