For wood shafts there are some great sources straight from the manufacturer:
Hildebrand Arrow Shafts in Washington makes Sitka spruce and Douglas fir shafts.
Wapiti Archery in Oregon makes Port Orford cedar shafts.
Surewood Shafts in Oregon does Douglas fir.
All three of these make top quality raw wood shafts. For complete arrows there are a bunch of good makers out there. Personally, I'd shy away from 3Rivers and go with a custom arrow maker if you want finished arrows.
