There have always been a few silly opportunities to kill something penned that had been raised someplace in captivity.
It's going on right here in the USA and in many countries around the world. I know of a fella that went hunting in a park near Pretoria for a jaguar. Not even indiginous to the continent and certainly not a "hunt" of any sort.
This is PHASA's way of eliminating these horrible practices and it's good for hunting. Anytime you have something to sell that is difficult to get you will have people with the money to buy it. The reality is now that this will still happen, but it will happen outside RSA in another country.
