I just found this from a weather page. Whether this will be evident on any of the refuges and/or lasts into Wednesday remains to be seen. Unfortunately for me I have to work! Anyway, here it is.........

...Windy Conditions Over Northern California Tuesday Into Wednesday..

A strong jet stream aloft will sag south into northern California tonight bringing strong winds to the northern mountains. These powerful upper level winds along with a steep low level pressure gradient will produce windy conditions over most of northern California on Tuesday. Wind gusts up to 45 mph are possible over the ridges and through narrow canyons in the mountains. Northwest to north winds of 15 to 30 mph with local gusts to 40 mph are expected in the lower elevations. Wind speeds will decrease late Tuesday into Wednesday as the pressure gradient weakens over northern California.
