I believe this 20% DEBACLE was another way to Discourage N.R. applicants had the Taulman case not beeen overruled.

For sure in 2006,only "Max B.P. holders will draw the Strip Deer and the Early Bull elk tags.

Archery elk and General bull elk tags should still be possible to other B.P. holders and even the early season 12a,12a-e and 12B deer tags on the N. Rim.

Look for Az to make some adjustment in this 20% Rule in 2007,as many N.R. hunters are sure to not BUY their 2006 Licence,and as WE all know its all about "THE BENJAMINS"

So, if I don't have any BPs left, do I not have a chance at a non "premium" elk tag?
I just want to bowhunt elk, cow or bull, w/ a reasonable chance at sucess.
My wife doesn't like animal heads on the wall anyway.
Reason to make mula and get a bigger place w/"Dave's World."

Subfan,We all "Pay To Play",apply it only costs another $5 Bucks per Genus,and keep those B.P. a build-en.Az Comm,will change this MESS-UP by 2007 and then N.R. will have some chances again

I was thinking along similar lines as you suggested.
Boy it's a magical time of year.
We still have pipe dreams of being able to juggle all the various hunts we draw in one season.

I disagree with the opinion that only max point holders will draw the premium hunts. The odds are terrible on those hunts, about 1-3%. Only 20% of the total available tags go to max point holders. A maximum of 10% of the total available tags go to NR. That means the draw would have to be a perfect 50/50 split between resident and NR applicants with max points. Not a very likely scenario. In any case, you have about as good a chance as drawing and elk tag in CA or a sheep tag anywhere as you have of drawing a premium elk tag in AZ. But please don't let me talk you out of applying for a point only or just skipping the draw, I may draw your tag!

Hey Sagebrush. The guy in the discussion on the link at the top of this topic is very knowledgable on the subject. I went to AZ and took the hunters saftey course from him.

A large percentage of those with max points are non-res. I believe he is correct in saying that the 10% non res. quote will be filled with all max bonus point people. This will be true in the most desirable zones.

After some time goes by an the initial rush of calls is over, I will call the az game and fish and confirm.

Well for ten bucks online I got my apps in for rifle, archery, bulls and bucks. If all I get is a couple BP's I still got Archery deer OTC.
