According to DFG regs Tomales Bay ER is open to waterfowl hunting but there are no specific details. I'm guessing boat only, launched from the Pt Reyes access. I would triple check with DFG before you go.

There is a spot for hand launching kayaks and small boats adjacent to the reserve. Some spot called Bivalve.
