Too much water, will it hurt the season?

I only get to hunt 5-10 days a year, but it seems even though the numbers of ducks has been on the rise since I started hunting them in 1987, the past few seasons have been successively worse.  I believe that the standing water all over the Sacramento Valley provide too easy of an escape from the refuges that I hunt.  It seems that at the first shot they head for the closed zone and then to the farmers field.  What do you think? Am I just making excuses?

To me, it sounds like you're on the right track.
