Sorry, I don't know anything about Toshiba cameras. I don't even remember seeing a review on them anywhere. They certainly aren't commonly talked about.
Check out dpreview or steves digicams sites and see if they ever did any reviews.
I did just look in a month-old copy of Digital Camera Buyer magazine, and they do list a Toshiba in the $250 price range as a good buy, but their comment is that it's a "fun camera with interchangeable faceplates and touch-screen display", so they don't comment on the picture quality.
