Where to go and where to stay in La Paz?

I'm looking to make a trip down to La Paz to do some relaxing and some fishing as well. I've gone to Las Arenas and had a great time, but I understand that it's closed. Can somebody point me in a good direction for a hotel and a good pange captain or service? Thanks all!
