Its been that way for a few years I believe. I know last year in the area we hunted you could buy an over the counter bull tag and get a leftover cow tag.
The way it works is that any place there is left over tags you can get an additional elk tag. This is done on August 2nd when the left over tags go on sale. You can only have either 1 cow tag and 1 bull tag or 2 cow tags, not 2 bull tags.
If you look in the big game regulations you'll see a matrix for elk licenses. It defines which kinds of licenses you can have concurrently. Licenses are split into 3 catagories. Type A, Type B, and Type C. You are allowed to have 1 of each.
Depending on location and circumstances, you can actually have up to THREE elk licenses in Colorado.
