Drew it a couple years ago and got a nice 25" 4x4.
The entire zone is good and there was a load of road hunters. I hiked away from the roads and camp grounds every day and I saw legal bucks(mainly forks and 3x3s) every day.
The paved roads are in great shape, the dirt ones get rutted and torn up as the season goes on, especially if it rains or snows.
There is good camping at several campgrounds, but depending on RV size you might be limited to the bigger ones by the lakes. Most popular FS or NF campgrounds require a reservation, especially on the lakes. There is good cell reception and we reserved ours when scouting from the campsite.
IMHO, scouting is a must. I saw the same bucks when scouting that I did later, including my buck.
The zone used to be known for 30"ers being taken each year (I only saw one 28" buck, but another hunter took a 30"er in 7A across highway 89), DFG used to allow only 75 hunters(now it is 150 hunters), there are hoards of ATV and motorcycle riders, there are lots of FS roads hence the ATV riders (they even ride around the locked gates), but the area is high (7000 and up)and the country is mainly steep when away from the lakes in the valley basin. Be prepared for company, we saw the same road shooters each day.
Truckee is close by and you can run in for a beer and a pizza while watching Monday night football...
It is a popular area and most people we talked to had hunted this zone many times, in the same spots each time.
