I know there's been alot of experience with all his button release stuff, just wanted to add a recent experience in regards to public ranges.
At my local range, ran by the county, during cease fire they want actions open and magazines out. I left my magazine in since I pulled the pin and opened the rifle I thought it would all be good. Range master comes by, sees the magazine in still, grabs a bullet off my bench and pops out the magazine, then moves along the rest of the range, not even a second look or a comment...
Although I 100% agree with the interpretation that you can remove your mag as long as a bullet button is installed (i always do at local indoor and outdoor ranges), for guys in CA that are trying to be even more careful there is another option. You can go featureless and not worry about the bullet button at all. OR go a step further and go featureless AND keep the bullet button on (just make sure you never put a mag in that takes more than 10rds. Here's my rifle in featureless mode (pinned stock, no pistol grip, and a compensator). You can't get any less AW than that.
It has copies of memos from LEO explaining the finer points of bullet buttons and non-pistol grip Ar's.
Also has copies of the penal code.
I have like 3 copies. One in my room, one in my gun bag and the third is floating around somewhere.
My lil brother is LEO, he went to his firearms training officer and discussed this in detail with him. He now has an OLL with a midlenght upper. He has to run the BB, as the captain does not sign letters to get it registered.
It is very complicated. Check out the book or the numerous posts on Calguns.
It is not illegal to drop a BB equipped rifles magazine. I have done it plenty of time in front of LEO. They are doing a really decent job of updating them on the ins and outs. (see memos) the book is a good idea to have to help refresh them and you.
