Definitely depends on what species, there are more different types of native elk in CA than in any other state.
My fav is the Rocky Mt elk, but there are loads of Tule elk all around where I live so that is what I put in for in the CA draw. I usually hunt out of state for the bigger Rocky Mt bulls...

With 3390 applications, Northeastern CA bull was the most applied for...with 15 tags, over 200 wish I could hunt elk hunters for every hunter. Not everyone is lucky enough to draw a CA elk hunt in their life even if they apply every year from the time they become old enough to hunt till the day they die. Most are not.... All the hunts are awesome if you are lucky enough to draw, but better figure on another state if you want to hunt elk.

With todays premium hunts and preference points it is a once in a lifetime opportunity in just about any state for the top hunts, but someone has to draw. I was lucky and drew a Bishop Tule Elk tag before the points system came into play here in Calif. Both my hunting partner and I took very nice bulls, it was a great hunt. I have a very nice 6 x 8 bull handing on the wall from that hunt. I even hunted speed goats in Likely Tables period II in '09, these hard to draw hunts can get drawn. I drew a Utah Limited Entry Elk tag a few years back, so no more chance of a Utah Limited Elk tag, but I was thankful for the opportunity. So now I have been applying for an easier to draw antelope zone in Utah. Hopefully I will draw this year (maybenow, I heard Uah cut the number of tags, so we'll see).

Now all that being said, its like what was said in an earlier post, we got three types of elk here in Calif, depends what you are looking for. My Tule is hanging n the wall so I go for a Rosey Elk Hunt every year. The hunt I get into the draw has very limited chance of drawing, but even yet my partner and I were the first alternates in '09. Its all kind of like laying the lottery. you can't win if you don't play.

Not true ! In '05 I had a brain fart and missed the application deadline, I was so mad at myself for having put myself out of the max point pool. But the following year I drew an East Park reservoir Tule bull tag.
And x2 what TwoShot said.

If you have $10-20k you can go to Tejon. No drawings needed.

Best what? Subspecies? Terrain? Time of year? Competition? What are you wanting out of your hunt? I would look to either WA or OR for a Roosevelt unless I HAD to have a trophy. I would look anywhere else for a Rocky Mountain elk in its range. Tule? well, your limited then to CA. Doyou want a difficult and strenuous hunt? Do you want to hunt with majestic mountains in a backdrop?? Do you have to have a bull or do you want a cow? Best is relative. Most of the hungts fiorm what I've seen, read or experienced personally are pretty darn good for what and where they offer in CA.
