I realize CA gives out one NR Elk tag each year. What I don't know is how that works in the drawing. Is this for a specific zone or any zone?

Reason I ask is because I will be retiring next year and moving out of CA. I have max points so if I don't draw this year, will have to apply as a NR if I want a Tule elk. Will my point total do any good applying as a NR?

Thoughts?

You are in the same pool as everyone else, there is not a separte drawing for NR. If your number comes up then you get that tag. So your points will help just as they would for a resident. Hope that makes sense. If you want additional info please call me and I will try and answer your questions.

Buy a res lifetime licenses and even if you move out of state you can still apply as a res

yah if you get the life time license it won't affect you. I have had mine since is was 20.

The nonresident sheep cap was just changed from 1 tag to up to 10%. In the sake of fairness and considering CA elk hunters hunt out of state... I hope they change elk to up to 10% nonresident too. It would also help sell more nonresident licenses to help with the budget.

This topic has been brought up many times (I have brought it up many times). The way the regulations were written are different for elk and sheep. The sheep regulation they changed was in Title 14 (this is my quick abbreviated understanding) which they Department can make suggestions to have the Fish and Game Commission adopt changes. This is how tag quotas, etc are changed each year. The regulation specificying one elk tag for Non residents is in Fish and Game Code which we have no power to change. This is usually done with legistlation, Bills, etc. California use to have zero Nonresident elk tags but then the big deal with NR tags in Arizona and the law suite came up and a Bill was crafted for changes within CA. After being modified and edited it came out with one elk tag for NR. Again, this is my quick review of the sheep stuff but the elk NR tag is in Fish and Game Code sectin 332 and that I can not change with the normal changes presented to the Commission.
