Two California elk hunts interest me, 450 and 454. Here are the published odds:

450---Total quota, 5. Preference point quota, 4. Random quota, 1. Total applicants, 17. Max point applicants, 1.

454---Total quota, 2. Preference point quota, 1. Random quota, 1. Total applicants, 11. Maximum point applicants, 6.

My problem is that I really don't understand all this. What are the odds of my being drawn for these hunts if I have no points at all?

My take, and I'm no expert, is that you have one applicant out of 17 with max points. However, it doesn't say how many of the others have less than max points. If you have no points at all, then you're only in the running for one of the five tags. The other four will go to applicants who have points. So, out of 17 applicants, the one with max points will get a tag, and three other tags will go to applicants with points. That leaves 13 applicants drawing for that random tag, so you're about one in 13.

In the second hunt, you have 11 hunters going for 2 tags. One of the six max-point applicants will draw the points tag, leaving the other 10 in the draw for that random tag. Your odds are slightly better.. one in ten.
