Because its not the more common Rocky Mtn or Roosevelt Elk. The Tule Elk is unique in that it only lives in California and is the smallest of the species. Thats why I called it an "exotic".

You have to look at the 'new' point system also.........Are Non-residents going to start with zero, or will they grant a certain amount (%) of tags just to non-residents.....

Price is another thing!

The ideal system for non-resident hunters should be a reciprocal fee ie charge the non-resident the same fee a cal hunter would pay in their state to hunt deer, elk, bear, pig, birds ,small game and predators.I still favor national hunting licenses for all federal land hunts , one year the feds in AZ over ruled the state of az game dept limiting rifle tags in a N. AZ zone to half of the state harvest proving they can control
fed land hunts. If one hunts the Mojave National Preserve one will see vehicle tags from Nevada and Arizona, friends who bear hunt have met guys from Alabama hunting bear in CA,I've met people from Oregon who vacation in the Sierras and purchase non-resident fishing licenses to take advantage of the resources here.

I'd welcome the NR. I am just starting to hunt out of state this year. Looking forward to CO in Oct.

I think the pricing structure should be similar to MN. Charge a base rate, with extra based on the difference from NR states pricing for NR. For example, NR deer tag in MN is less than a NR tag in CA. I have to pay the difference (about an extra $100) to get a MN deer tag.

Yeah, the non-residents should get a chance. However, I've put in for the last 22 years and haven't gotten drawn. I don't think the system is worth a hoot!

And the F&G Commission heard you and implemented a points system for the big game draws. I'm up to three points now, so I should be getting lucky in the near future.
