Joe (DFGELK) will be able to give you the best answer, but in a nutshell - this is what happened. For years, Green Diamond timber company has been nice enough to allow public hunters to hunt elk on their lands. The Del Norte, Big Lagoon, and Klamath elk hunts are almost entirely (if not 100%) on Green Diamond land. In the meantime, some other timber companies have been participating in the Private Lands Management program, where they can obtain elk and deer tags for performing habitat enhancement work on their lands. Green Diamond decided to participate in the PLM program (like some of the other companies). These PLM tags can be given to anybody (employees?), donated to organizations like RMEF, or sold for many thousands of dollars. I could be wrong on some of these points, but I think that is the scoop in a nutshell.
