Colorado section 18 out of Kremmling Colorado is a good bet. They usually have OTC tags for bull and cow elk. I have only gone third season (first weekend in November). The Arapaho National Forest is where you want to go. I wait to see if it will be snowing that weekend and if there is a good chance of snow or if it has already snowed then I go. If it is not snowing I don't even bother because they will be too far back in the high country.

You can get general elk tags OTC in Oregon for the coast units at west side of the Cascades.

WY antelope would be my first choice. but I think all the leftover tags are mostly on private property. Might be able to still get a semi-guided hunt or something like that for cheap. But to get a new hunter hooked, hunting antelope in WY is a pretty good route.

or... get a NM or CO cow elk tag in a good unit. Pretty high success rates in a lot of places. probably get a good cow elk tag for $400-500

+1 on what Bobby said. Cow tag would be the ticket, see lots of stuff and bring home meat.

I would get a left over deer tag in Wyo. If you're not too picky you will be pretty much guarantee yourself a buck.
