Hey RVRKNG, The proposal is out and the Owens Valley Wide tag will be changed to the Owens Valley multi zone tag. With the new name DFG is proposing the archers cannot hunt either Tinnemaha zones with that tag. They say it is because we harvested too many elk from the east zone last year (3 bulls). The weird thing is they are giving the archers a Tinnemaha east tag(s) in the period 1 season. They must have made a miss print because they excluded the west zone!??? They are also giving period 1 tag(s) in Lone Pine and Whitney zones also. Now all of the bow hunters will concentrate in those 2 zones with the multi zone tags and the individual tags. I believe that 80% of the archery success has been in the Tinnemaha zones. What is up DFGELK?

The dates are not set yet (sort of), there will still be the 5 periods (same time frame as last year, based on wording such as 2nd saturday in October etc. Not at the office today so I do not have the exact proposed dates for the periods) but the Region is still determining tag numbers and distribution within those dates (based on harvest, success, demand, wounding loss, etc).

The proposal is to issue tags independently for Tinemaha and West Tinemaha (allows better distribution of harvest). West Tinemaha is being divided with a new zone called Tinemaha Mountain being added. Multi-region early season archery tags will be valid in Tinemaha Mountain along with Bishop, Independence, Whitney, and Lone Pine. I have not received tag quotas from any region as of yet but it is anticipated that overall archery tags will stay the same as before (with changes in distribution). The proposal is to have archery period one in Tinemaha. We are dividing up the pie but the size of the pie will be the same or close to the same. If overall tags increase archery tags, muzzleloader tags, and apprentice tags will increase accordingly. The largest demand for tags is for general tags (with all legal means of harvest are allowed).

Not everyone will be happy, everyone wants an edge. Archers want more archery tags, muzzleloader hunters want more muzzleloader tags, always a call for more apprentice tags. We try to put everything in perspective and make the most appropriate recommendation. Many factors influence this including demand/success. In the end some people will be happy and some people will not -just depends on their perspective. I encourage all to send comments or suggestions to the Commission and those will be included in the document. The Department proposes regulations and the Commission can either adopt them or alter them, they have done it in the past. This is the process. One idea I am thinking of is changing the early season hunt from the multiple zone to each zone separately (will not happen this year, just thinking about it). This allows harvest to where it is needed and does not concentrate hunters. Seems the mulitple zone hunters were basicaly going to the same places.

There are NO ranches in the Whitney unit.

The entire unit is public use, either BLM or Water and Power.

No active leases, very few intact fences.

Cows are way shy in there right now with new calves and all.

By the time you are ready, they will be easy to find........getting into "stick flicker" range will take some SERIOUS skill.

Have fun and good luck!
