My son just turned 16 in october is he eligable for the junior no fee permit or does he have to pay hoping to try and get out there soon.

Hi WrldWdHntr,

Unfortunately, the junior "no fee" age range is 15 years old or younger. He would have to apply for an annual or a two-day pass. Sorry! Aww man, if you only submitted an application before his birthday!
