IMHO, the bill does not change already existing law but puts some backbone into it for those who continue to break the law. I think it is a federal crime to ride an OHV in designated wilderness areas, but it rarely enforced. As I ahve said before tags, plates or some means of identifying individual OHV's would be good start. I have reported to LEO the visual description of offendors I have witnessed and they just laughed... Very hard to pick out one green ATV from another...

I believe all ATV's must purchase a permit to ride in CO now. I think they are tired of all the MN and UT guys that just ride all over the kingdom.
