Looks like a Cicada. They are hatching (morphing) by the dozens around my yard! Their shrill buzzing turns into a deafening racket when they all get going at once!

You mean they don't have Locust in California...Wow.... We used to catch these things as kids and tie thread around them and watch the fly...did the same with horseflys but they were alot harder to catch
