In Microsoft Photo Editor (similar in other programs as well) to Resize a pic open your original file and from top toolbar menu select image tab and then resize. Then in resize popup box under Unit: select pixel from the drop down menu. Type in Width box about 600 & then in Height box about 480 to 500 or so.. This will resize for proper display on screen. But then the file size may still be a large file size sometimes so to get it under 150,000 bytes (150kb) go to file menu and save it under a new name first by selecting Save As under File menu. Recheck the file size by looking under Properties under file menu or from a generic My Computer window. If it is over the 150kb size requirement to send in then go back to File menu and select Save As again and pick the More>> tab to open up a sliding quality selector. Play with that and you will be able to save file what ever size you want based on quality. Starting out try between 75% and 90% and make sure you change the name of the file so you don't ruin your original.
