Give 'em smart pills: A new boating law signed by Gov. Davis requires anybody convicted of a moving violation in a boat to pass a boating safety class . . . other new laws, effective Jan. 1: Both waterskiing and operating personal watercraft (such as a Jet Ski) will be prohibited between sunset and sunrise . . . Cops will be able to board boats and place a dye tablet in a boat's holding tank to prove if that vessel is discharging effluent.
