According to the review I read, the D40 is a better choice than the D60. My wife and I are very happy with are older D50 (which the D40 replaced) because it takes great pictures. You won't be disappointed in the least.

my wife has the d60 with both lenses and loves it. great camera (sorry no pics at work to show examples)

If you can get the D40X I think you'll be happier with it....it is a 10 MP version of the D40, which has been replaced with the D60......

Just my opinion from what I've read about the three......

You should be able to find a great deal on a D40 since they are discontinued. I would choose the D40 over the D40x anyway because I could care less about megapixels and there are a few reviews, including Ken Rockwell's, that suggest the D40 is a better camera. I would also pass on a combo package that includes the 55-200 lens since unless you are 100% certain you will not be buying new lenses in the near future. I got the 55-200vr as part of a package and ended up buying the 70-300vr for the extra reach and now my 55-200vr sits collecting dust. Of course, if you can really swing it, I would buy a D40 with the 18-200vr lens and have a great set up for just about everything.
