If you can find a source of older RMEF magazines, there's an article about a CDF firefighter stationed in Burney who drew. It was published 2 - 3 years ago (I don't hold onto my old issues). He shot a 397" (gross I think) bull.
I hear there are elk expanding their range into NE CA from Oregon near the Warners and west of the Warners not all that far from Bieber. (those ranchers are probably thanking their lucky stars)
The elk planted there years ago....I have no idea. Maybe the historical Pitt River drainages and valley where herds of 1000's of elk were documented to once roam.
Someone said they saw two elk just not that many miles north of Hiway 32--if so, they were probably pretty lost. I think they're quite a ways north of there.

I would try around the Fandango Pass/Willow and Lassen Creek areas north of Davis Creek. I've seen a lot of Elk around and on Fandango Pass. Try getting ahold of Modocer, he should be able to give you some good locations.
I lived in Burney for a while and still hunt there, there's a pretty good herd in long valley mostly on private land but I've seen lot's of sign on public land next to the private. One rub was taller than I could reach and I'm 6-2, if you get drawn look up the butcher in Burney he usually knows where they are.
