In 2017 a Pasadena cop was convicted of the same thing.

An off roster gun is one that only cops can buy. I'm told a cop sell an off roster gun to a civilian but they cant do it for profit and the sale has to go through a FFL. Be careful if you see an off roster gun for sale.
