Wow! 17 pts for elk would buy you any hunt as resident. That non-resident quota really sticks it to you. Especially since non president compete with guides for tags. To paraphrase from the oregontags site. The wenaha rifle bull tag as a non resident quota of 1. If a guide applies and draws that tag, the quota goes to 0. You could outnumber everyone by 50 pref points and you still couldn't get drawn. The next year goes to a non-resident and nit a guide. Basically a non-resident gets drawn every other year.

CA has way fewer elk tags. Even so they are pretty harsh with a statewide non-resident quota of 1.

I say vote with your feet. I figured OR's stingy NR quotas were an OK value with a $70 license, but not worth it when they raised the price. I quit and told them why...

I wouldn't do CA as a nonresident either. There is a proposal to raise sheep and elk (I think elk) to a 15% nonresident cap, I hope it passes more than as a goodwill gesture and would enable me to talk crap about other states quotas... But it will bring the DFG a lot of nonresident tag and application fees if it passes too... Nonresident deer is uncapped... :)
