Game officials alter elk-license lottery

HARRISBURG, Pa. (AP) — Changes to the state's elk-license lottery approved Tuesday give out-of-state hunters a slightly better chance of receiving one of the highly coveted permits.

The Pennsylvania Game Commissioners Board repealed a rule that had limited the number of elk licenses awarded to non-Pennsylvanians based on how many general hunting licenses were purchased by those who live outside the state.

In the two years since Pennsylvania restored elk hunting, non-residents have been eligible to receive up to seven of the total 100 licenses that were up for grabs.

But the seven licenses were an upper limit, not a guarantee, and in actuality non-residents have obtained just five elk licenses, one in 2001 and four last year.

The board also decided Tuesday that elk-license lottery applications that are not selected, which are the vast majority, will roll over for as many years as the hunters go unpicked. Applicants eager to improve their odds can accumulate multiple entries by paying the $10 entrance fee each year; once their names are picked, however, they must start the process all over again.

About 32,000 hunters from nearly every state and Canada applied last year for just 70 licenses. For the coming year the public drawing will award 100 licenses — 80 non-antlered and 20 antlered.

Also, in response to landowner complaints about trespassing, the board voted to prohibit "driving" or "herding" elk.

Violators face fines of $100 and the potential loss of hunting privileges.

This year's hunt will take place Nov. 10-15 in portions of Elk, Cameron, Clinton, Centre and Clearfield counties, a hunting ground of about 835 square miles.

The license lottery will take place Sept. 27 at the Elk Expo in Elk County. Deadlines are Aug. 22 by mail or Sept. 12 through the Game Commission Web site. A nonrefundable $10 application fee is required; the first $100,000 raised directly benefits efforts to expand elk habitat in the state.
