My MSR has a threaded 14.5" inch barrel. The comp/brake is 1.5" making the barrel 16" and legal.
Is this pushing the limits of the law?

I mean the comp is loud but does an excellent job at barrel control, but it may piss of my neighbors at the range. If I throw an A2 fashhider on there making the overall length 15.5, I'm a felon now right?

yes that is correct. Your comp/brake has to be welded on or pinned on permanently or else its not considered part of the barrel and is illegal

So the FFL potentially sold me an illegal gun, or is it on me with due diligence being my responsibility?
Both, I assume.

its considered and sbr if it has a stock or capable of having a stock if it has a shorter than 16" barrel and no stock its considered a pistol. If it has 16" barrel and stock it is a rifle, if barrel is shorter than 16" with a stock it is a sbr. when they sell you parts they assume you have the knowledge or sense to make it legal. CA does not allow SBRs but other states do. Although you have to get a federal tax stamp that costs $200 same for silencers. If they sold you a rifle with a barrel shorter than 16" with a removable flashhider/ muzzle break then it was illegally sold in CA. Thats all I know
