question about california nonresident drawings

I've been applying as a nonresident for the elk hunts in California. I understand there is only one possible nonres tag available but how is it awarded? Is it awarded through the points drawing? Or through the random draw? Are there any guidelines related to this at all?

There's no elk tag set aside for a non-res. You have the same odds as residents, except if a non-res draws it before you do, then you're out of the picture. A maximum of ONE non-res tag CAN be issued, but it's not guaranteed.

I understand there is no guaranteed tag...I knew that before I asked. It's more because I'm one point behind because when they started this points bs I was in college and I am now behind. So as time passes and people continue to move out of state my odds keep growing smaller

The draw assigns random #'s to all applications. Lowest goes first. Max points pool goes first for the assigned max points tags. The computer looks to see if your choice is available, if not goes to the next #. After the max point round is done, the random draw repeats the process for all applications. First nonresident to get any elk tag kicks out all other nonresidents...So max points is good, but I'm not sure if there are enough max points nonresidents to say it's probable the tag will be gone before the random draw starts. A nonresident has to be the first to have a tag available when his # is called...

Sheep and lope are the same.

Deer has no nonresident restriction, if there is a tag when your number is called, you get it.
