removing sheds on NWA

I asked a Calif. Fish & Game warden if you can remove a shed antler from a state wildlife area and he said no but could not give me the reason. Does anybody know if he is correct and if you can't, why is that?

I know in ND,we can't pick anything up on Federal,State and wildlife refuges.........Its natures way and its to be left alone..........

Kansas is the same way. Not supposed to pick up sheds or winterkills off refuges. No one really knows why, except that refuges were intended to be all natur-al when created. Free from human activity and interferance.

im also in california and its dumb all the bs laws we have here im a hunting guide also so deal with the comunits all the time. its true and elegal to even sell,trade barter. here well gl do like me im looking to move out of here
