They are juvenile males. They will molt their juvenile plumage by spring.

Along with many other things associated with lake and pond management, the company I work for leases and sells mute swans. In the fall, we roundup all of our clients birds and move them to a farm where I feed and tend to them. After iceout occurs the birds are returned to their homes.
