I think you are looking for the magical unicorn. Those that know where it exists, won't tell you. Public land hog spots are secrets better kept than national security.
Good luck, but a public land hog is one of the hardest trophies to get in this state.
IMHO, there are no reliable spots in So Cal for hunting pigs on public land. The closest would be in SLO, Santa Barbara and Monterey Counties. There is a DFG publication devoted to hunting wild pigs on public land, and jesse might have a link to it in the stickies at the top of the page.
That being said, the very best way to introduce someone to the sport and have any chance at scoring first time out is go with a guide. They know where and whaen they will appear and get paid to put you on animals...
Start by reading the DFG website every night. Learn the regulations front to back
Then research hog hunting in every area that is within your travel bubble.
Forget a public Hog. If you have to ask there is no way you will find one. Look into guided or fenced hunts. Anywhere from 300 to 800 dollars.
Unless you can find a ranch or farm that has pig problems and all of the local boys haven't monopolized all the access yet. I hunt some private property up in healdsburg, the hogs are like ghosts, you never see them, but then one day 3.5 acres have been rooted up overnight.
Get your kid trained on snap shooting off hand because I have never seen pigs on open terrain. They are always a 3 second run away from cover, usually in hills where you have to take a quick unprepared shot.
Then spend countless hours glaring over satelite imagery, hunting forums, and other resourse websights, because you will need every bit of help you can get.
Try craigslist, here in Nor caL, guided hunts are offered all the time, pretty pricey though. But considering the amount of time you would likely have to spend to have a marginal chance of success, go for the guided hunt if you can afford it.
Figure out what the grand total you are willing to spend to put your kid on a hog is. Then decide if you are willing to spend that much for a wild goose chase. There are plenty of outfitters that will guarantee at least an opportunity to shoot. If you are not willing to spend at least three hundred dollars, or at least 10 mornings waking up at 3:00am for possibly nothing. I would recommend some rabbit shooting. They are pretty reasonable to find, they are everywhere, and it won't cost an arm and a leg. Another bonus is that even if you miss, or just can't set up a shot quick enough, if you're in a good spot he will at least be able to see the game in front of him, and probably more than once in one day. It can be really discouraging to chase pigs for days on end without even seeing one of them. another good one for kids is ground squirrels. They are overly abundant and hated by farmers everywhere. Do your homework, put out your feelers, drive some country roads and knock on someone's door with your boy and ask if you can help them out with their squirrel/pig/coyote/turkey/rabbit/deer/goose/duck/fox/bobcat/crow/starling/pheasant/chukar problems.
Good Luck
PS. the driving and scouting country roads and craigslist work the best for me.
