Where can I go to look at a KOWA spotting scope? Are they worth the money? or is the Baush and Lomb Elite better?

No one knows a web site I can goto and look at one of these spotting scopes??????

Find a high-end optics store - one that sells expensive telescopes. Same for websites. Start at Better View Desired and look at the astronomical instrument retailers and even some of the New York camera retailers like B&H Photo. They're pretty popular with the target guys and you could probably get a look through one at a high power rifle range and some of the competitors as well.

Also be clear as to whether you want the straight eyepiece or the 45 degree angled one, as they are sold seperately and are expensive

I almost bought one a couple years ago and I was very impressed with the qualityof the optics. I decided on a Nikon waterproof unit with admittedly lesser, but still pretty good optics; but I felt that I would be more comfortable humping it around in the back country.
