This is true. I recently watched this in action. A battered, used, Marlin Model 60 .22 on consignment at a gun store. Price? $25. After a 10 day wait, this customer picked up the .22 rifle and:

One box of .22 shorts;
Two cases of 12 gauge shotgun shells;
Four 500 round boxes of 5.56;
One box (500 rds.) of 7.62;
One 250 rd. box of .45ACP practice ammo

She will only need to pay the $1 next time for ammo since she is now registered.

Well, that didn't last long. I just got this from Midway USA:

Dear Customer, Although the 9th circuit ruled the California ammunition background check law to be unconstitutional on 7/24/2025, the CA Dept. of Justice issued a clarification on 7/28/2025 that there were several procedural steps that needed to take place before the law was actually invalidated. Unfortunately, we are not able to ship ammunition direct to your residence at this time. We are actively monitoring the situation and will update you via email when we know more.

I had ordered from both Midway and Rogers, Friday and Monday respectively. Both orders have now been delayed at the shipper
People who ordered stuff last Thursday seem to be getting their stuff delivered. Early bird gets the worm, I guess.

Well one shipment in and one due Monday, so I lucked out. Know someone who tried another source a couple days ago, and it appears to be getting shipped.
